The AMARD Ethics, Anti-Corruption, and Whistle-Blowing Policy (Revised November 2024) establishes a comprehensive framework to promote integrity, transparency, and accountability across all Agency for Minority Rights and Development (AMARD) operations. It affirms zero tolerance for fraud, bribery, corruption, abuse of office, favoritism, or any misuse of entrusted resources. The policy outlines AMARD’s core ethical principles—integrity, accountability, confidentiality, equality, and responsible stewardship—and details preventive measures such as strong internal controls, partner vetting, anti-fraud clauses in contracts, and regular staff training. It defines procedures for fraud detection, investigation, and reporting, emphasizing confidential and protected reporting through the Complaint and Feedback Mechanism (CFM) and safeguarding whistle-blowers from retaliation. The document also prescribes clear processes for investigating misconduct, forming impartial Fraud Investigation Committees, and applying disciplinary actions proportionate to violations. Additionally, it prohibits facilitation payments, mandates accurate record-keeping, and integrates continuous monitoring, evaluation, and review to strengthen ethical performance.

AMARD AUDIT FS REPORT 31 December 2024-Final

Summary of the organization’s work and audited accounts for the year ending 31 December 2024. AMARD. In 2024, AMARD implemented four major projects in Baidoa, Wajid, and Jowhar, targeting vulnerable communities with integrated GBV and child protection responses, WASH interventions, and emergency shelter support funded primarily by UNOCHA under CBPF grants. The audit, conducted by Fintax Associates, confirmed compliance with IPSAS (Cash Basis) and found no material misstatements.  Overall, the report demonstrates sound financial management, transparency, and strong operational growth in delivering life-saving assistance to minority and displaced populations in Somalia.

This is a summary of the Independent Auditor’s Report for the financial year ended 31 December 2023, showing that the Agency for Minority Rights and Development’s financial statements present a true and fair view of the organization’s financial position, performance, and cash flows.

The audit, conducted in accordance with International Standards on Auditing (ISAs), confirms that our financial reporting complies with the International Public Sector Accounting Standards (IPSAS) – Cash Basis. The auditors found no material misstatements and acknowledged that the agency has maintained appropriate internal controls and ethical standards.

This outcome reflects our ongoing commitment to transparency, accountability, and responsible financial stewardship.

Tender documents are available free of charge. Eligible and Interested vendors and service providers can request for the tender dossier and Request
for quotation documents by emailing their request to operations@amard.org or physically picking them from our offices in the address indicated
above. The tender will be conducted under AMARD procurement policy and procedures and it is open to all qualified suppliers in Somalia.

Open tender Date: 11/12/2023 and for submission of bids, the deadline is December, Monday 18th, 2023 at 3:30 PM, East Africa Time.

All completed tender documents should be submitted in sealed envelopes and delivered to the AMARD office. Late bids shall be rejected and no liability will be
